CNN —Israel is not sending a delegation to Cairo for talks on a deal for a ceasefire and release of hostages from Gaza, an Israeli official told CNN Sunday. A Hamas delegation arrived in Cairo on Sunday, for the talks that are hoped to bring a halt to the fighting. The decision not to send an Israeli delegation was made by Prime Minister Benjamin Netanyahu in coordination with Mossad director David Barnea – who has been a key Israeli negotiator – after Barnea received a message that Hamas had not responded to the conditions, the Israeli official said. A high-ranking Hamas official did not immediately respond to a CNN question about whether the militant group had responded to Israel’s conditions. On Sunday a Hamas source said there were at least three sticking points remaining before the group would agree to a deal.

CNN —Officials from Israel, Hamas and Qatar have cautioned against US President Joe Biden’s optimism that a hostage-for-ceasefire deal in Gaza could be reached by the end of this week, suggesting that differences remain as negotiators work to secure an agreement. The official said Israel was ready to make a deal under the right terms. “Israel will be ready to release [Palestinian] prisoners even today if conditions are met,” the official said. Jerusalem CNN —Israeli Prime Minister Benjamin Netanyahu unveiled a plan for the Gaza’s future post-Hamas, which includes the “complete demilitarization” of the enclave, closing off the territory’s southern border with Egypt, as well as the overhaul of Gaza’s civil administration and education systems. CNN has obtained a copy of the plan, which Netanyahu presented to members of Israel’s security cabinet Thursday night. On the security file, the envisioned plan includes Israel closing off Gaza’s southern border with Egypt, giving Israel complete control of entry and exit from the enclave. Yahya Hassouna/AFP/Getty ImagesOn the civil level, Netanyahu details an overhaul of Gaza’s civil administration and education systems, including an apparent cut-off of funding from Qatar to Gaza – which a previous Netanyahu government approved and facilitated. The Netanyahu plan also calls for “de-radicalization” in the education system, which Israel and its allies have long accused of promoting antisemitism and hatred of Israel.

CNN —United Nations experts have called for an investigation into what they described as “credible allegations of egregious human rights violations” against Palestinian women and girls in Gaza and the West Bank by Israeli forces. The allegations include extrajudicial killing, arbitrary detention, degrading treatment, rape and sexual violence, according to a statement by the Office of the UN High Commissioner for Human Rights released on Monday. UN experts said they had heard reports of "multiple forms of sexual assault" against Palestinian women and girls. Fabrice Coffrini/AFP/Getty Images/File“Many [Palestinian women and girls] have reportedly been subjected to inhuman and degrading treatment, denied menstruation pads, food and medicine, and severely beaten,” the statement said. Responding on Monday to the UN experts’ call for an investigation, Israel again accused the UN of remaining “silent on the horrific sexual violence and gender-based violence perpetrated by Hamas on and since October 7.”

It is the first major piece of the multi-pronged judicial overhaul plan to get this far in the legislative process. The judicial overhaul is a package of bills that each need to pass three votes in the Knesset. Defending his plans, the prime minister has pointed to countries like the United States, where politicians control which federal judges are appointed and approved. Should the overhaul pass, the changes will be the most extreme shakeup to Israel’s judiciary since its founding in 1948. Its executive, the Bar Council, approved the decision to petition the Supreme Court to cancel the reasonableness law if it passes on Monday, the Bar said.

It’s the first part of the multi-pronged judicial overhaul plan to get to a final vote in the Knesset, and could be voted into law in on Monday evening. The reasonableness bill, backed by Netanyahyu’s coalition government, would strip the Supreme Court of the power to declare government decisions unreasonable. Other elements of the judicial overhaul would give the coalition government more control of the appointment of judges, and would remove independent legal advisors from government ministries. Those bills have not advanced as far in the legislative process at the reasonableness bill. Jerusalem CNN —Thousands of marchers arrived in Jerusalem Saturday, the culmination of a five-day walk from Tel Aviv to protest against Israeli Prime Minister Benjamin Netanyahu’s plans to weaken the powers of Israel’s courts. The demonstrators arrived the day before Israeli lawmakers begin debating what could become the first element of the plan to be voted into law. Organizers estimated there could be as many as 30,000 people on the march, while CNN journalists said the number appeared to be closer to 5,000. Netanyahu is pressing on with his plans after pausing them earlier this year in the face of widespread protests and international pressure. Netanyahu and his allies call the measures “reforms” and say they are required to rebalance powers between the courts, lawmakers and the government.

Jerusalem CNN —Demonstrators took to the streets in Israel on Tuesday for what they are calling a day of “disruption and resistance” against the government’s moves to overhaul the country’s judicial system. The bill is one part of a sweeping package of judicial overhaul measures that would weaken the judiciary. But opponents of the plan say it threatens to turn Israel into a dictatorship by removing the most significant check on government actions. Demonstrators plan to protest at the country’s international airport, Ben Gurion, later on Tuesday. Netanyahu paused the legislative process in March following an unprecedented general strike that shut down much of Israel’s economy.

On Sunday the IDF said Islamic Jihad had launched nearly 1,500 rockets towards Israel between Wednesday and Saturday. A rocket launched from Gaza killed a Palestinian man working in Israel and seriously wounded another, Israel medical authorities said. In a separate incident, clashes also took place on Saturday morning in the occupied West Bank and at least two Palestinian men were killed, Palestinian officials said. The latest flare-up began on Tuesday, with the IDF launching strikes on Islamic Jihad, a Palestinian militant group it accuses of planning attacks against Israel. It is the third conflict in as many years between Israel and Palestinian militants in Gaza, including Hamas, the largest armed group in the enclave, and Islamic Jihad, the second largest.
The al Quds Brigades of Islamic Jihad said in a statement shortly after the rocket fire: “The launching towards Jerusalem is a message, and everyone should understand its purpose. Talks to bring about a ceasefire between Israel and Islamic Jihad in Gaza are “on ice right now,” a diplomatic source familiar with the negotiations told CNN Friday. One command center was used by senior Islamic Jihad operative Muhammad Abu Al Ata for “the planning and command of terrorist activity against Israel,” the IDF said. The Israel Defense Forces said that IDF fighter jets also struck four military posts belonging to Islamic Jihad. ‘Shield and Arrow’The IDF began unleashing waves of airstrikes on Tuesday on what it says are Islamic Jihad operatives and infrastructure along the strip.
The suspects on Wednesday were traveling to a rocket launch site in the city of Khan Younis, the IDF said. A CNN producer in Gaza reported explosions in Khan Younis, Rafah and northern Gaza. CNN —Three Islamic Jihad commanders were among at least a dozen people killed in airstrikes by the Israeli Defense Forces (IDF) on Gaza early Tuesday, Palestinian officials said. Palestinian militant group Islamic Jihad said three of its commanders were killed along with their wives and children. The militant group said commanders were Jihad Shaker Al-Ghannam, secretary of the Military Council in the al Quds Brigades; Khalil Salah al Bahtini, commander of the Northern Region in the al Quds Brigades; and Tariq Muhammad Ezzedine, one of the leaders of the military wing of the al Quds Brigades in the West Bank. The Islamic Jihad statement did not say how many other people had been killed. Israel Defense Forces spokesman Lt. Col. Richard Hecht said the strikes were targeted: “Our focus is Islamic Jihad only.”This is a developing story.
Jerusalem CNN —Israeli Prime Minister Benjamin Netanyahu told CNN Sunday his country would remain a “robust democracy” despite controversial plans to overhaul the country’s judicial system. With the Israeli parliament starting its summer session on Sunday the proposals could be back in play. “Israel has been thrown off balance,” Netanyahu argued, as he often does when defending the judicial overhaul program. “The onus is on all of us” – Israel, the United States and our Arab neighbors – “to stop Iran from becoming a military nuclear power,” he said. Netanyahu also rejected Zakaria’s suggestion that the flare-up of violence between Israel and the Palestinians could torpedo Israel’s warming relations with its Arab neighbors.
